 将2013-2017年我国高新技术民营企业作为研究样本，研讨政府补助与企业自主研发投入的关系。研究发现，政府补助积极促进了企业自主研发投入，即政府补助存在挤入效应。进一步分析发现，政府补助对自主研发投入的促进作用受企业CEO异质性影响。相比于CEO不由创始人担任或CEO不具有专业背景的企业，CEO由创始人担任或CEO具有专业背景的企业，政府补助对自主研发投入的挤入效应更强。将样本分为创始人组与非创始人组后，通过实证检验发现：在创始人组，CEO的专业背景不能显著调节政府补助与企业自主研发投入的挤入效应；在非创始人组，CEO的专业背景显著正向调节政府补助与企业自主研发投入的挤入效应。
Abstract:
 This paper takes 2013-2017 high-tech private enterprises in China as a research sample to discuss the relationship between government subsidies and independent R&D investment of enterprises. It is found that government subsidies actively promote the independent R&D investment of enterprises，that is, government subsidies have "crowding in effect". Further analysis shows that the promotion of government subsidies on independent R&D investment is influenced by CEO heterogeneity. Compared with the enterprises where the CEO is not the founder or the CEO has no professional background，in the enterprises where the CEO is the founder or the CEO has professional background，the crowding in effect of government subsidies on independent R&D investment is stronger. After the sample is divided into Founder group and non-Founder group，the empirical test shows that: in the founder group，CEO’s professional background cannot significantly regulate the crowding in effect of government subsidies and enterprise independent R&D investment; in the non-Founder group，CEO’s professional background significantly positively regulates the crowding in effect of government subsidies and enterprise independent R&D investment.
