摘要:
 中国共产党对于如何有效组织动员农民有着丰富的实践经验。在革命和建设时期,组织起来的农民为新中国的成立和发展发挥巨大作用。改革开放时期,农村表现为农民的去组织化,农村与城市的矛盾、小生产与大市场的矛盾和小农户与大资本的矛盾逐渐凸显。中国进入新时代,“实现小农户与现代农业发展有机衔接”为小农户发展明确方向。加强农村基层党组织建设、正确处理好小农户与政府的关系、加强乡村人才队伍建设是实现小农组织化的现实选择。小农组织化对于实现农业现代化有着重大意义。
Abstract:
 The Communist Party of China has rich practical experience in how to organize and mobilize farmers effectively. During the period of revolution and construction, organized peasants played a great role in the founding and development of new China. During the period of reform and opening up, rural areas were manifested by the disorganization of farmers, the contradiction between rural areas and cities, the contradiction between small production and large market, and the contradiction between small farmers and large capital gradually became prominent. China has entered a new era, and the goal of developing small farmers is to link their development with that of modern agriculture. It is a realistic choice to reorganize small farmers to strengthen the construction of primary party organizations in rural areas, properly handle the relationship between small farmers and the government, and strengthen the construction of rural talent team. The reorganization of small farmers is of great significance to the realization of agricultural modernization.
